A new Virginia High School League proposal released Monday is calling for Patrick Henry, William Fleming and Franklin County high schools to be moved to three different districts for the two-year cycle beginning in 2013-14.

The proposal by the VHSL's Redistricting and Reclassification Committee -- which is far from final -- has Patrick Henry joining the River Ridge District, William Fleming rejoining the Blue Ridge District and Franklin County becoming a member of the Seminole District.

The proposal also calls for Carroll County to move from the Southwest District to the River Ridge District, with Halifax County and George Washington moving to the Piedmont District.

The Western Valley District would no longer exist under the proposal, which is designed to fit the VHSL's newly designed six-classification system.

Other proposed changes would include Hidden Valley, Lord Botetourt, Blacksburg and Magna Vista dropping from their current Group AA Division 4 status to Class 3-A; and Martinsville and Marion moving to Class 2-A.

No changes were proposed in the makeup of the four districts that currently constitute Group A Region C -- the Hogoheegee, Mountain Empire, Pioneer and Three Rivers.

No assignments will be final until Sept. 20.

Between now and then, plenty from the proposal released Monday could change, said R&R committee member Steve Spangler, the principal at Cave Spring High School.

"We're in the infancy stage of looking at these six classifications," Spangler said. "What you see right now could possibly change next time we get together for modifications. Right now that's where folks are plugged in, but what you're seeing isn't exactly what it could be."

Schools seeking a modification to Monday's plan must submit a written request by Feb. 16.

The R&R committee will present modifications to the six-classification model to the overall VHSL membership in March.

The R&R committee will use March 31 attendance figures to assign schools to districts. Schools will be allowed to appeal their assignment on Sept. 11, then the R&R committee will present a final plan to the Executive Committee for final approval on Sept. 20.

The R&R committee's initial alignment plan released Monday -- with each school's Sept. 30, 2011, enrollment and classification for 2013-14 and 2014-15 classification -- includes the following:

Blue Ridge -- William Fleming (1,495 students, Class 5-A); William Byrd (1,118, 3-A), Staunton River (1,081, 3-A), Lord Botetourt (1,075, 3-A), Northside (999, 3-A), Rockbridge County (957, 3-A).

River Ridge -- Patrick Henry (1,973 students, 6-A), Pulaski County (1,390, 4-A), Salem (1,252, 4-A), Carroll County (1,208, 4-A), Christiansburg (1,109, 3-A), Blacksburg (1,082, 3-A), Hidden Valley (1,049, 3-A), Cave Spring (841, 3-A).

Seminole -- Franklin County (2,195, 6-A), Amherst County (1,424, 4-A), E.C. Glass (1,409, 4-A), Jefferson Forest (1,329, 4-A), Heritage (1,111, 3-A), Brookville (1,023, 3-A), Liberty (879, 3-A), Rustburg (874, 3-A).

Piedmont -- Halifax County (1,702, 5-A), George Washington (1,340, 4-A), Bassett (1,222, 4-A), Magna Vista (903, 3-A), Tunstall (857, 3-A), Patrick County (798, 3-A), Martinsville (663, 2-A).

Southwest -- Abingdon (881, 3-A), Richlands (731, 2-A), Marion (710, 2-A), Tazewell (615, 2-A).

Yet to be determined is how teams would qualify for postseason play from new district alignments, which could be crucial in determining final district members.

In originally announcing the six-classification model, the VHSL stated that winning a district championship would not automatically qualify a school for further postseason play.

Group A schools adopted that format for their football playoffs last fall.

Roanoke School Board Vice Chairman Todd Putney simply wants to find a way for Patrick Henry and William Fleming to get more Roanoke Valley schools on their athletic schedules.

"Rekindle those old relationships," Putney said. "Save money and travel for the city schools. It makes a lot of sense to me."

Franklin County athletic director T.J. Shepardson said Seminole District membership for Franklin County would still be a better option than being assigned to the Piedmont District.

"The Seminole, though travel is a slight issue, was better in terms of scheduling," he said. "For us, it helps in scheduling some games I wouldn't normally get. Other than that, no, the Seminole is not ideal. But neither is the Piedmont."

Shepardson said the school is considering an appeal for a better deal.

"Our goal hopefully between Roanoke city and Franklin County is to take the River Ridge and Blue Ridge slightly and add us into the mix," he said.

"We haven't talked to anybody else, so it's not like I'm saying these other schools are on board with this philosophy."

The proposal released Monday was crafted during a meeting Thursday in Charlottesville. Much work remains.

"We're looking at things through different lenses," Spangler said. "I'm waiting to see what comes out and try to do what's in the best interest of everybody. You're not going to make everybody happy.

"Equity is going to be an issue, and I will do everything to make sure we don't have inequity."
